A PRC Fifth Column in NZ? (With Updated Links)

In early December the New Citizen Party registered with the Electoral Commission and declared its intention to contest this year’s elections, starting with the Botany by-election caused by Pansy Wong’s resignation in disgrace from Parliament. Taking a page from the Maori Party, the NCP declared that it would be a vehicle for the representation of new, mostly Asian, migrant’s interests in the NZ political system, interests that are not fully given voice within extant political parties. With an emphasis on economic policy and law and order issues, the NCP proposes to represent not only mainland Chinese migrants, but also Koreans, Taiwanese, Japanese, Singaporeans, Indians, non-native Whites and even Maori and Pakeha (i.e. the Botany demographic). That will be a tall order.

The announced leaders of the NCP include Jack Chen, who was involved in the Chinese takeover bid for Crafar Farms (as a representative of Natural Dairy NZ, a subsidiary of the Chinese government controlled Jin Hui Mining Corporation); disgraced Labour Party candidate Stephen Ching (who solicited bribes for political favours in 2005); the pro-PRC Chinese-language newspaper editor Jerry Wen Yang; and Paul Young, who is also of Chinese descent and a principle of Asia Marketing and Advertising Consultants (Mr. Young handled the registration process and has said that his role as NCP Secretary is a temporary formality in order to meet legal requirements, and that he will stand down once the party leadership is finalised. As it turns out, he is NCP candidate for Botany). Although unconfirmed, there are reports that Sammy Wong, Pansy Wong’s husband and the cause of her demise by involving her in a commercial transaction during a taxpayer trip to the PRC, is part of the NCP leadership or at least involved in its strategic decision-making and financing.

In early January the NCP leadership, minus Mr. Young, met in Beijing to discuss a strategy for winning the by-election and to chart a course for its campaign this year. Holding a major party meeting in a foreign capital is interesting enough, because it shows an overt connection with the PRC that is bound to raise eyebrows in some circles (which is a tame reaction by comparison–some democracies forbid the funding, meeting  and sponsorship of political parties in and by foreign powers). What is more interesting is the question of whether the connection to Beijing is more intimate than the NCP has revealed to date, and extends beyond the usual business links that all political parties cultivate in order to peddle influence and financially support their activities (although the direct connection to a foreign government and/or corporations would be a a step beyond what is the usual course of affairs in NZ business-political party relations).

Under MMP, people have a right to organise a political party as they see fit, and as far as I can tell there are no prohibitions on such parties being organised and funded by foreign agents. But there remains the question as to whether the NCP is not so much a vehicle for the representation of new migrant’s interests in the NZ political system as it is a front for PRC economic interests and a means of political influence-mongering and intelligence gathering. In other words, is the NCP a PRC fifth column?

The reason this question must be asked is that, given its disadvantages in Signals (SIGINT) and Technical Intelligence (TECHINT)-gathering capabilities,  the PRC invests heavily in the ethnic Chinese diaspora for human intelligence gathering work. Using business, student and permanent resident visa schemes in targeted countries, the PRC places intelligence-gatherers in places where they can collect tactical as well as strategic intelligence using a variety of means. It also uses monetary incentives to curry favourable attitudes amongst local elites, all in the interest of furthering PRC strategic objectives in the country in question. Such activities have been amply evident in places such as Fiji, Papua New Guinea, Tonga and the Cook Islands, as well as regional organisations such as the Pacific Island Forum.

All of this is well known to Western security agencies and measures have been implemented to monitor, if not counter PRC initiatives in that field. But what if the PRC were to secure political representation in a foreign government via open electoral contestation within the limits of the law? NZ has already seen a case where a cabinet minister (Wong) was influenced by an individual (her husband) with direct and close connections to the PRC regime. Although her portfolio was not strategically sensitive, she did attend cabinet and caucus meetings where more sensitive issues of national and party policy were bound to have been discussed, and it is not improbable to think that her pillow and dinner table talk with Sammy Wong might involve some of those issues (note that I am not saying that Mrs. Wong would necessarily have any idea that Sammy Wong was a PRC agent if he were one. What I am saying is that the appearance of a conflict of interest extends beyond the use of taxpayer dollars to pay for her travel when on private business on her husband’s behalf, and that may be the more serious reason why she was forced to resign).

If the PRC has direct involvement with the NCP, an electoral victory by the latter would raise the possibility of its entering into coalition with one of the major parties, most likely the party in power. That would give it direct access to NZ government policy deliberations, privileged information about business and security matters as well as offer a means of extending its influence directly into the NZ cabinet. This may or may not be a bad thing, depending on one’s perspective. But the question has to be asked whether Kiwis would accept similar direct US, Iranian, British, Afghan or Australian influence in government decision-making even if it did not involve adversarial intelligence-gathering. Judging from the reaction to revelations in wikileaks cables that some NZ citizens in positions of power provided “insider” information to the US embassy in Wellington, one would suspect that the answer is “no.”

The (hypothetical) situation of the NCP being used as a PRC front with intelligence-gathering duties within parliament is made all the more interesting by recent changes ordered by the National government with regards to the SIS spying on MPs. The result of the scandal caused by revelations that the SIS spied on Green MPs for decades, John Key ordered that the SIS no longer spy on MPs. That means that a NCP MP working for the PRC could conduct his or her intelligence-gathering activities with relative impunity unless there are provisions in the revamped domestic espionage and counter-espionage charter that specifically provides for exceptions to the no-spying-on MPs rule. But if the exception is invoked that could undermine broader counter-intelligence efforts with regards to the PRC. The conundrum produced by this hypothetical but potential scenario, in other words, is quite exquisite.

Less people feel that these questions are occasioned by racial or ethnic bias, let it be clear that it is not. The questions refer to the PRC, an authoritarian regime, and not to the Chinese or any other ethnic group. As mentioned in a previous paragraph, the same questions could be asked of local political parties directly controlled or overtly influenced by any other foreign power regardless of regime type. So the issue is about who controls the NCP as opposed to who ultimately will represent it.

Bringing the issue up may seem provocative and perhaps un-PC, but given the Beijing meeting, the people currently in NCP leadership positions and given the PRC’s modus operandi when it comes to deploying intelligence assets and extending its influence into foreign governments, it needs to be raised.

In light of the above, for its own sake and in the interest of democratic transparency it behooves the NCP to open its books and reveal its links (should they exist) to the PRC, directly or indirectly. It behooves the NCP to make clear where its loyalties lie and to disprove apriori the suspicion that it may be working as a foreign-backed front in the NZ political system. And given that the Botany by-election will be held in less than two months, that process of proactive accountability needs to begin now.

Upon reading the links, does my conjecture still seem crazy (or bigoted)?

As the gun smoke clears, the Right run for cover.

As someone who once lived in the area of Tucson where the politically motivated shooting of US Representative Gabrielle Giffords and 19 others occurred, I have something of a personal connection to the event. I shopped in the strip mall where the attack took place and still have friends in Tucson who I visit when possible. Were I still living at my last address there,  Giffords would have been my Representative. I am well aware of Arizona political culture and the issues that divide it, and know something about its gun laws as well. Thus I am not surprised one iota that an assassination attempt on a “liberal” Democrat would happen in Arizona, although it is somewhat surprising that it happened in Tucson, which is a liberal college town oasis in an otherwise vast political landscape of new and old right-wing conservatism.

Unsurprisingly, as soon as news of the shootings hit the airwaves left-leaning commentators blamed right-wingers for inciting the killer while GOP leaders, Tea Party representatives and the populist demagogues in the media all moved quickly to put distance between themselves and the gunman even though the latter professed beliefs that were very much in concert with the thrust of the Tea Party message as well as those of earlier conservative fringe movements. In fact, some in the rightwing media suggested that the Left has its own violent extremists so the table is balanced on that score.

To which I ask: when was the last time a Left activist in the US attempted to kill a politician? Lee Harvey Oswald was less a committed Stalinist during his time in the USSR and more of a social outcast looking for a belief system to cling to (I shall defer from bringing in Mafia-related and other conspiracy theories at this point). John Hinkley’s attack on Ronald Reagan does not count as he was motivated by the demons in his head, and the attacks on Gerald Ford by members of Charles Manson’s gang in the mid-1970s were equally devoid of political content. But as recently as 2009 a right wing extremist, apparently egged on by the commentary of talkshow rabble rousers, killed abortionist George Tiller outside his church. This has followed a series of attacks carried out by right wing militants that include the Oklahoma City bombing and repeated attacks across the country on abortion clinics. Minutemen and other self-professed right wing militias have demonstrated a penchant for violence against others. The Unibomber was motivated by a mix of left and right views. Islamicists operate according to a profoundly conservative belief system. Anti-Castro Cuban nationalists have committed acts of domestic and international terrorism (including the bombing of a Cuban airliner) in pursuit of their conservative goals.

In contrast, Earth First! and the Animal Liberation Front have lefty ideals and destroy property but do not kill people. Anti-trade protestors and anarchists have run riot in Seattle and DC but mostly gotten (some might say well-deserved) police beatings and tear gassed for their efforts. Puerto Rican nationalists have disrupted Congress and planted bombs but killed no one. Thus it would seem that contrary to the claim that the US Left has its fair share of murderous extremists, not since the days of the SLA, Weatherman and Black Panthers has there been a deadly attack carried out by Left militants on political targets. During that same time period, in contrast, the right wing fringe has claimed dozens of victims, of which those in Tucson are the latest. Truth be told, this is only the latest in a long history of right wing assassination attempts on “liberal” political targets that are seen as “communists,” “socialists,” Trilateral Commission and World Government surrender monkeys, atheists or some unholy combination of all of the above. Just as the John Birch Society had its fair share of armed extremists, so now it appears that modern US conservative movements attract a similar element to their ranks. 

To put a not-so-fine point on it: be it as lone wolves or as part of a criminal conspiracy, it is the fringes of the US Right where most political violence comes from. Even if in most cases the extremists involved exhibited signs of mental illness (as in this case), in the modern US it is right-wing militants who disproportionately get murderous. That could be due to the lack of appeal for calls for working class “revolution” in a country founded on the sanctity of individual liberties and property rights, but one would think that would make Leftist militants more rather than less prone to violence against those political figures that attract their ire. Instead, it is the reverse.

Rather than debate the question of how complicit, implicitly or explicitly, the Tea Party, GOP, Sarah Palin and conservative media have been in the Tucson attack, let me offer a simple formula that outlines the context in which it occurred (and will occur again). Note that this “formula” is exclusive to the US but can be altered, mutatis mutandis,  to apply to other countries as well:

Loose gun control laws+availability of semi-automatic weapons+polarised politics+venomous hate mongering political rhetoric in media and in election campaigns+rapid demographic change+economic crisis+ eroding social cohesion and solidarity+deranged or otherwise sociopathic personality disorders+precipitating event (personal or political)=likelihood of an armed attack on a perceived “traitor” by someone espousing militant ideological views.

In the contemporary US, this formula suggests that the attack in Tucson is neither unique or a once-off, and in fact points to a condition of ongoing anomie that barring a major change in both the structural and superstructural causal factors listed above, will lead to more such events in the near to medium future. Rather than the content of any one ideology or creed, it is the combination of factors that makes for the murderous enemy within, and no amount of blame-fixing and scapegoating of “foreign” beliefs detract from that fundamental fact.

Priceless.

Depiction of masculinity in rock radio.

As I flip through the NZ radio airwaves I have been much humoured by the depiction of masculinity in advertising on rock radio (for purposes of definition, that is FM radio stations that feature AC/DC, Metallica, Tool, Shihad and other old and new bands that play up tempo, guitar driven, blues derived sound. This does not include Lady Gag, Madonna, boy and girl bands, Justin Beiber, Millie Cyrus, rappers and their ilk). Some of the imagery conjured in these ads is funny but disturbing, and I realise that the depiction is concocted by advertising companies selling product to a 15-35 year old male demographic. But three things stand out about the depiction of ideal NZ men in these ads.

The first is that the general thrust of the ads is framed as a negation or antithesis of an extant others–metrosexuals and women. These are not moccachino-sipping, quiche eating, emo or poncy little dog carrying (in a man purse!) financial advisors or lawyers. More implicit than explicit, the intimation is that these are mates, dudes, fun-luvin’ rascals that have to live on the edge of a PC world. But the positive message (such as it is) is sublimated under the representation of what it is not. The majority thrust of the bottom line is a negation. These are not post-modern poseurs or dandies, and they do not want to relate to chicks other than at a primal level.

The second noteworthy aspect of the ads is the objectification of masculinity. Men’s identities lie in the commodities they prefer (consumer non-durables, mostly): utes and V8s, rugby, some more rugby, league, more league, cheap alcohol, cheaper beer, red meat (ideally hunted, then cooked on a bbq), fishing gear, racy magazines, grubby clothes, stereos and farm equipment. They do not wear cologne.

The third and perhaps most interesting aspect of the depiction is its representation of “manly” values. Men are mates; hard drinking, carousing, happy go lucky, staunch (especially when drinking), fast driving, opportunistic and impulsive horn dogs working hard on the ladies. Nowhere in the depiction are there notions of honour, valour, courage, sacrifice, sincerity, solidarity (except with mates), humility, basic intelligence and knowledge of current global affairs, or interest in the needs of women, children and the family. That is a bit odd simply because the early 20 to 35 male demographic is the one that is reproducing the most (presumably a manly trait), has young families, is starting careers and otherwise has the burdens of post-adolescence crashing down on it. Yet the values being reified appear adolescent.

I have seen this type of representation on rock radio programming in Florida and Arizona. In those cases the demographic was male 15-23, simply because the size of the population allows that age group to sustain specific types of commercial music programming. I presume that there is an Ozzie variant. NZ has its own, over a wider age range.

The success of advertising campaigns based on this type of symbology appears to lie in the deep unhappiness of 15-35 year old NZ men with the evolution of society. It speaks for a desire to not only be rebellious adolescent in social perspective, consequences be damned.  It also speaks to a desire to be in another era that, however mythological represents the antithesis of NZ society today. The question is: was there ever anything remotely close to this depiction in NZ historical reality?  If not, what explains the appeal of these ads? And if it is true that there is a deep antipathy to the current social order, what does that say about prospects for assimilation of this demographic? In other words, what are the prospects of these angry and nostalgic (mostly Pakeha) young men, if indeed the advertising thrust is a window on their souls?

PC priorities

The media beat-up du jour is the non-story of Te Papa Tongarewa “barring” (or “banning”, “forbidding”, other such absolute terms) pregnant and menstruating women from entry due to the nature of some tāonga on display.

Except they’ve done no such thing. The “ban” isn’t actually a restriction at all — they’ve been clear that it’s a request, not an ironclad edict; and in any case, the exhibit isn’t open to the public, but to staff from other museums. It’s an invite-only behind-the-scenes tour. And the crucial point is that the tāonga in question have been given to Te Papa on condition that this advice is given to prospective viewers. Let me be crystal clear: nobody would be barred from attending on the grounds that they are pregnant or menstruating. If someone wanted to turn up and say “bollocks to all of that, me and my unborn child are going to see those taiaha!”, it’s been made clear that she would be permitted to do so. That might be inflammatory and offensive, like farting in church or wearing a bikini to a funeral, but nobody is forbidding it. And that’s as it should be: Te Papa is our place and nobody should be barred outright. If the condition required exclusion, then that would be fair enough on the part of the owners — who can reasonably impose whatever conditions they please — but quite explicitly not ok for Te Papa, who would be better to decline the opportunity outright to maintain its public mandate.

Of course, this hasn’t stopped everyone with a platform from winding up to rage against the imposition of archaic, alien superstitions upon their civil liberties. But almost without exception, the restriction-which-isn’t-really-a-restriction doesn’t apply to them, since — as far as I’m aware — none of those objecting are in fact museum staff who would be eligible for the tour. And amongst this vicarious umbrage there’s an awful lot of squawking about misogyny and imposition of cultural values, and much more uncritical repetition of the misleading language of “bans” and such. It goes as far as idiotic and lurid suggestions about personal searches using sniffer dogs, for crying out loud.

All this has manifested as a soft and rather opportunistic sort of anti-Māori racism, where Māori are the casualties of our sticking up for the rights of pregant and menstruating women. There’s a common implication that they are the oppressive stone-age patriarchy using whatever means they can to victimise our women; and “forcing” their rude barbarian culture into our civilised and noble times. This is understandable from the usual PC gone mad crowd who’ve suddenly — conveniently — found their inner feminist, but somewhat more disappointing from those who would often be described as the hand-wringing PC liberals, people who ought to know better that it is possible to reconcile conflicting cultural values of this sort in an amicable fashion via the standard tools of live-and-let-live liberalism. And while those same hand-wringing PC liberals do rail against the worst excesses of those illiberal institutions which make up mainstream NZ society — chief amongst them the Catholic church — the response to this case has generated anger out of all proportion. Te Papa had to make the decision: take the tāonga on with the advisory condition, or not at all. Perhaps those objecting to this policy would prefer that nothing of this sort ever go on display. There is a genuine cultural conflict here, but it can quite simply be resolved: those pregnant and menstruating women who believe their right to attend trumps the request to the contrary may do so then and there. Not only are they not prevented from doing so by those hosting the tours, they actually have the right to do so should they choose, and that right should be defended. Those who do not may do so at another time which is convenient to them. The tragedy is that for most of the liberals in this battle of PC priorities, women must be given categorical superiority over Māori. They are arguing for their own culture to be imposed across the board; the very illiberalism they claim to oppose.

There are (at least) two people who are making good sense on this matter: Andrew Geddis, whose liberal argument is very close to my own views, but much better formed; and Lynne Pope who, almost uniquely among the bullhorns sounding around this topic, is a Māori woman who’s actually been on the tour in question. Neither of them have lapsed into the myopic, reflexive Māori-bashing which is the most unbecoming aspect of this situation.

The lesson for New Zealand’s liberals is this: it isn’t necessary to trample on the cultural needs of Māori to accomodate the needs of women. Liberalism itself provides tools to reconcile these differences. They just need to be used.

Horizontal versus Vertical Bigotry (somewhat revised but on point)

The national discussion about racism occasioned by Paul Henry’s ill-considered remarks have given me pause for reflection on the nature of bigotry. Although I claim no professional competence in the field, I offer the following by way of discussion points on theme.

Bigotry is the visceral attribution of negative traits to groups and individuals based on innate features, or the attribution of individual traits to perceptions of collective behaviour.  Most often, it is opprobrium directed at people for who they are rather than what they do. Racism is just one form of bigotry, which covers ethnic, religious, linguistic, gender, sexual orientation, mental state, physical handicap and other physical or cultural characteristics. It also has an economic component, as evident in the animosity between rich and working class beyond their often antagonistic positions within production. It can work deductively, where traits collectively ascribed to particular groups are attributed to all individuals in that group (e.g. all Latinos are lazy or take siestas, or all Jews are Zionist money-grubbers). It also works inductively, where individual behaviour or attributes are assigned to a whole group (e.g., I was cheated by a Chinese person so all Chinese must be cheats. Or, Chris Carter is a troughing, entitlement-addicted vindictive gay MP so all other gay MPs are the same.  Or better yet, because some Muslims are terrorists, all Muslims are (potential) terrorists). Above all, it is an expression of irrational fear and distrust of “otherness” phrased as negative stereotyping that can or cannot be rooted in a sense of historical grievance or sense of superiority.

Vertical bigotry is located in social hierarchy.Often rooted in socioeconomic class status but generally based on the social dominance of some groups over others, it is the attribution of negative traits to groups located below or above a particular reference group in the social hierarchy. Although most often visible in dominant group contempt for subordinate group characteristics, it is also evident in the contempt of subordinate groups for their dominators. One example of the latter is the general resentment of some members of indigenous groups towards descendants of colonial occupiers, be these Spanish, English, German, French, Portuguese or Dutch, and the attribution by these indigenous actors of collective guilt and attitudes on the part of colonial descendants. On the other hand, and much more prevalent, is the attitude of contempt of dominant groups towards subordinate groups and the attribution of negative cultural traits  to them (e.g. laziness, backwardness, savagery, etc.). 

There is more to the picture of vertical dimension of bigotry, but the point is that it is a two-way street, however asymmetrical the flow of bigotry may be, between dominant and subordinate groups in society. This is as true for capitalist as it is for non-capitalist societies (for example, Burmese treatment of ethnic minorities today or Chinese treatment of non-Han before and after the transition to capitalism), although capitalism tends to reinforce the non-economic stratification of society and the vertical bigotry that comes with it. What is important to note is that, contrary to the claims by some that subordinate groups cannot be racist or bigoted because they are historical victims of oppression, my view is that both dominant  and subordinate groups are quite capable of bigotry. Blaming historical oppression for “reverse racism” is just an excuse for but not a negation of it. Being justifiably aggrieved does not justify being bigoted.

Horizontal bigotry, in contrast, is the negative stereotyping between economically or socially similar groups. As classic case is the traditional loathing of Jews amongst Catholic and Protestant elites in Europe and North America, in which relative economic status of Jews did and does not preclude the use of pejoratives by Christian elites to characterise Jewish culture and modes of social interaction. Another example would be the animosity felt towards Europeans (read: whites) by Asian elites in a variety of countries, even though Europeans have been instrumental in the rise of the Asian “dragons.” Although this Anglophobic loathing may have its origins in 19th and 20th century Western imperialism, it defies the current state of global economic and political affairs, which has seen a reversion of the historical model and the evening of the socio-economic, cultural and political playing field between East and West. And yet it persists: whites are loud, hairy, dirty, smelly, promiscuous drunkards with a penchant for fighting (it would be tempting to insert some wisecrack about Ozzies or Poms here but I shall desist).

This form of bigotry is not confined to elites. Consider the animosity between African-Americans and Latinos (particularly Mexicans and Cubans) in the US, or the mutual prejudices of Maori and Pacific Islanders in NZ. Although it may be the case that such horizontal bigotry is not a generalised sentiment in any of these populations, it should be recognised that it does in fact exist, and by the mere fact of its existence it reinforces and perpetuates the vertical dimension of bigotry that serves as a non-structural barrier to subordinate group advancement in society. And here again, it demonstrates that members of historically subordinate groups can and are often bigoted in their approaches to others, including members of other subordinate groups as well as the descendants of their common historical oppressors.

Less readers think otherwise, I am not saying that any one group is more prone to bigotry than others, although that may be a valid point of discussion. Nor am I attributing bigotry to the majority of any one group, although it is clear that in some instances whole populations are socialised with primordial hatred of targeted out-groups regardless of the historical record between them. Finally, I do not equate bigotry with good natured yet sharp comedic parody, self-deprecation or barbed humour. For me, bigotry involves malice and malice posing as “humour” is what Paul Henry was expressing  when he made his disparaging remarks about a number of people or groups (including Mexicans, as it turns out) during the course of  his tenure on Breakfast.

Which brings up a very thorny question. Could it not be that Mr. Henry’s remarks evidence his anxiety about the vertical dimension of  NZ  bigotry becoming a horizontal contest of bigoted equals?

In any event, what I have merely tried  to do here is clarify my thoughts on the subject in light of my observations and experience in the hope that it serves as food for thought for those who may interested in such things.

The Rise and Fall of a TV Icon (updated).

I am loathe to give more oxygen to the Paul Henry saga but think that I have a fair idea of the chain of events that led to his suspension and possible sacking. This is due to my personal familiarity with him as a result of my appearances on the Breakfast show. Let me explain.

When I first started showing up on TVNZ after 9-11, I dealt with Mike Hoskings (and Ali Mau) on Breakfast and either Paul Holmes or Linda Clark in the evening news interview shows. The two men have big egos but are smart, do their homework, and are mentally quick on their feet. Linda Clark and Ali Mau are all of those things without the ego. Although they swapped slots from time to time and I also have spoken at some length with Peter Williams on and off-camera, it was Hoskings who ran the bulk of the Breakfast interviews with me, especially during the early days of the 2003 Iraq invasion.

Some years later Hoskings left Breakfast and I began to be interviewed by Paul Henry. He was initially circumspect, always polite and although not as studied as his predecessor, he seemed well-prepared (in part because I tend to give producers some talking points on the subject the night before the show). His only flaw was his tendency to talk over and interrupt while editorialising about the subject rather than allowing the interviewee (me) greater reign for in-depth analysis. But that, perhaps, is the nature of Breakfast TV, which world-wide is the shallow end of the TV news pool.

Something happened, though, during the last 3 or 4 years, at a time when I moved abroad. Henry began to crack jokes, some of dubious taste, and these jokes found resonance amongst his viewers. The more positive feedback TVNZ received, the more he continued to play the role of provocateur rather than newsperson. As ratings went up the TVNZ brass gave him more rope on which to swing his shtick–a rope that he has now hung himself with. Serious interviews were gradually replaced by often funny and not-so-funny ad libs on stories presented in the half hourly news updates. By 2010 Breakfast was a bit of a morning circus, with the female co-hosts serving as straight props for Mr. Henry’s increasingly schoolboy antics.

As John Minto has pointed out, Henry is a serial offender. This year alone he has disparaged on air  people because of their appearance, mental condition, surname and ethnicity (at least twice). In each instance he targeted an innate trait rather than some aspect of the individual’s behaviour. And each time complaints to the BSA and TVNZ about his comments resulted in no more than verbal admonishments from his bosses. In fact, it is now clear that there was much of a wink and nod to these supposed warnings.

Then, at the Qantas Media Awards, he used the People’s Choice award presentation to read out a profanity laced purported letter from a disgruntled viewer which again, had misogynist and homophobic references in it. The mostly Pakeha elite audience roared with laughter. That is the moment when Paul Henry decided he was bullet proof.

His sense of invulnerability was not only driven by high approval ratings. Every Monday he was given the opportunity to interview his ideologically kindred Prime Minister. Every Monday the interview finished with some quick banter between two self-satisfied “smart guys” riding high in the polls. Although what they believed passed for quick-witted repartee was more often banal and insipid, the seeds were sown in their exchanges for the infamous remarks about the Governor General this past Monday.

In effect, although the ultimate cause of his own downfall, Mr. Henry was aided, abetted and facilitated along the way by an array of celebrities, executives, “news” outlets, politicians and hangers-on who are running for cover now that his true nature has been exposed. A large swathe of the general public also played a role in his rise, and in the particular tone he adopted as his confidence in his own celebrity grew. He therefore has reason to be aggrieved. After all, a few weeks ago he was on stage basking in the glow of popular acclamation for doing precisely the things for which he is now suspended and vilified.

I do not think that he should be sacked. A long suspension yes, but if Tony Veitch can be returned to the airwaves after his crimes, then an uncloseted bigot surely can seek redemption. The viewing audience will be the ultimate judge of that. Whatever his long-term future in TV, at a minimum a long time off air while chasten and make Henry think twice before uttering pejoratives or ridicule. The time out of the limelight may force him into the type of self-reflection that could, in fact, make him a better presenter. Or not.

What I find most personally ironic is that I was fired and my academic career ruined for writing an intemperate and unprofessional email to a student in which I accused the student of using “some sort of Western liberal guilt” to weasel out of an assignment due date. Although I was subsequently proven correct in my suspicions that the excuse was a ruse that did in fact prey on my supposed liberal sentiments, I was vilified as a racist and kicked to the curb by Auckland University. The email (for which I immediately apologised, long before any disciplinary proceedings began) was wrong, to be sure, but the outrage, public defamation and punishment far exceeded the offense (sorry for whinging about this by way of comparison, but as you can see it really sticks in my craw and I have not quite gotten over it given the grief it has caused my partner and I).

TVNZ, on the other hand, encouraged Mr. Henry’s behaviour in spite of repeated complaints about it, something that was confirmed by the spokeperson’s initial statement that he merely said what others were too afraid to say. TVNZ apparently never gave him a formal written warning, or even a serious verbal warning. To the contrary. Until things hit the fan it repeatedly defended and encouraged his boorish behaviour because it was deemed profitable for him to do so.

Thus, from my perspective, the Unite union (and other self-righteous johnny-come-latelies like Peter Dunne) is wrong in demanding Mr. Henry’s sacking even if his “crime” is egregious, and even if he is not a union member. The reason is that  the precedent his sacking would set is worse than his individual transgressions. Of course, he may have an individual contract with TVNZ whereby he serves at the whim and discretion of the management, in which case he is well and truly at their mercy–whatever his contract status, this is a particularly bad time to be an unorganised worker facing managerial scrutiny given the thrust of National’s labour reform bill.

As much as it pains me to say so given the circumstances of this case, I think that the union movement should stay out of the debate or use it as a means of reminding workers that collective membership is the best defense against individual victimisation by management no matter how famous the worker may be. After all, the employment issue here is about Henry’s job performance given his contractual obligations and the terms and conditions therein, something that should not be susceptible to public pressure or managerial attempts at corporate face-saving.

For the unions the issue should be one of contractual obligation and due process, nothing more. In that sense the union position should be akin to the American Civil Liberties Union (ACLU) defending the right of neo-Nazis to free speech. It is the principle of due process rather than the inadmissible act that is the defendable issue. Paul Henry may be a loud-mouthed, bigoted, overpaid ignorant talking head buffoon, but at the end of the day he is a wage slave living high at the mercy of his corporate bosses. It was the TVNZ paymasters, not Mr. Henry, who dictated the on-air environment in which he spoke. At any time they could have reigned him in, disciplined him or otherwise cut short his propensity to vent divisive, hateful, prejudiced or otherwise rude comments. But they did not. Instead, they encouraged and facilitated him.

Now that the public reaction is adverse, TVNZ will allow him to twist in the winds of opprobrium while his bosses figure out how to best ride out the storm. But as a Herald columnist aptly phrased it, the fault is not just with the monkey, but with the organ grinder, and it is there where the real source of blame for this debacle needs to be focused. In other words, if heads are going to roll, they should roll high rather than low.

The perils of Paul (updated).

The flap over Paul Henry’s latest remarks got me to thinking. First, why was John Key smirking and downplaying the obvious racist content of Henry’s questions about what a “proper” Kiwi should look like? Why did Key instead not point blank admonish Henry for his remark, or at least give him the rope to hang himself with by asking him what HE thought a New Zealander looked like? Why did Phil Goff say that  the incident was “Paul being Paul” rather than put the wood into him? Why did the TVNZ spokesperson claim that Henry says what other people think but do not want to say? Is that a fact that I missed somewhere? Am I being too PC in thinking that with this latest remark Henry has truly jumped the shark? Or is the silent majority in NZ really a bunch of closet bigots for whom Paul Henry is a champion? (and if so, that is too close to the Tea Party/Sarah Palin connection for comfort). Has the turn to market egotism driven so deep into the NZ collective psyche that such remarks are considered tolerable or even funny?

For a guy about to return to NZ and seek citizenship after 13 years of permanent residency, these are more than casual questions.

UPDATE: Henry really is the bigot gift that keeps on giving. In his on-air (non) “apology” the day after his first comments about the GG, not only does he not apologise for the remarks themselves (instead he apologies for any offense they may have caused), but he then goes on to use a slur for Roma (gypsy) while saying that he is of a less distinguished background than Sir Anand because he (Henry) is of half Roma descent apparently. So the bottom line for Mr. Henry is that there are in fact superior and inferior people based upon their inherent characteristics rather than their individual merits or flaws, and using pejorative slurs is Ok so long as one can claim kinship to the insulted group. In sum: Henry uses an ethnic slur while falsely apologising for a racist question. Priceless.

Sometimes the duty of the free press is to not report.

The on again, off again Koran burning planned by a small time evangelical preacher in Gainsville Florida has received world wide coverage and raised serious concern among the US military and foreign policy elite that it will cause a murderous reaction against US citizens living and fighting in the Muslim world. The issues has dominated the news in the US for days (I am currently located about 120 miles southeast of Gainsville), played out in a perverse media tag team with the so-called 9-11 mosque controversy. Official concern is so great that President Obama, Secretary of State Clinton and ISAF commander General David Petreus have denounced the planned pyrotechnics, while Secretary of Defense Robert Gates made a personal call to the preacher to ask him to cease and desist.

So far, the preacher has said that he will stop the burnings only if the 9-11 mosque supporters agree to move it someplace else. Which means that on top of the provocation and outrage he intends, he has now added blackmail.

Fueled by right wing media led by Fox News TV and Radio outlets, the issue has been debated on a free speech grounds. It is generally accepted that the wacked out preacher has a right to burn Korans, but division is over whether he has a responsibility to not do so given the larger consequences of his actions. Some officials have tried to find a way to stop him using hate speech legislation, saying that his obvious intent is to spread hatred towards all Muslims and the faith itself, something that is not protected by the first amendment. Others have responded that he should be allowed to do as he please and that the US should not kow-tow to “terrorists” just because Muslims react hysterically to the desecration of the holy book or images of the prophet.

I shall leave aside the obvious greater harm argument that clearly demonstrates why the Koran burning is a bad idea. I shall also avoid addressing the fact that Islam is not the only religion where its adherents respond violently to perceived insults to their faith. I will leave aside the argued to death free speech aspects of the case. Instead, I will address two aspects of this affair that appear to be underplayed.

The first issue is a matter of perception of the event in the Muslim world. Like it or not, most people living in Muslim nations cannot fathom the concept of a separation of church and state, or that the US government and local authorities do not have the power to just physically stop the preacher from holding the event. That is because most live in authoritarian states where religion and politics are deeply intertwined and governments regularly intervene in matters of religion (to include prohibitions on certain types of religious activity, regulations on marriage, etc.).  As a result, most citizens in the Muslim world cannot conceive of  such an event being carried out without government approval, so see it as an officially sanctioned statement of how the US views Islam. That may be ignorant or confused on the facts, but it is the reality of the context in which the Koran burning is perceived in the Muslim world. (Note to those who may take offense: this is a comment about the deeply ingrained authoritarian nature of power structures in the Muslim world rather than about the content of its faith, and refers not to the educated classes but to the broader mass of people who do not have access to the facilities and vehicles that would allow them to make discerning judgements on international issues. The same can be said about other political cultures as well).

The second issue is the reckless role of the US press. The preacher in question leads a 50 person fringe fundamentalist congregation that has in the past protested against gays and threatened to torch a copy of the Torah (since he believes that Judaism is also a “dirty” religion). He clearly has delusions of grandeur, if not being a few cans short of a six pack. The national press paid no mind to his previous antics, so why is it doing so now? Why not just ignore him? Why is this event considered front page news when his other antics were not?  In sum: why give this nutbar oxygen?

Given the sensitivities at play, the national press could have buried the story in the “odd news” section or not covered it at all given its marginal nature. To their credit, outlets like the NYT and WP have limited their coverage to the reactions and not played the story on the front pages of their respective publications. But, led by Fox and a network of Christian radio and TV outlets, the US press has covered the Gainsville Goober as if he were Sarah Palin’s running mate.

That is where they fail their obligations to the public. As with any democratic entity, the press has responsibilities along with rights. Those responsibilities include not inflaming or otherwise causing small events to bocome international incidents that have the potential to cause great harm to US interests and its citizens. It has an obligation not to stoke the fires of religious and ethnic hatred. And yet the right-wing media in the US has done exactly that, aided and abetted by conservative politicians like Newt Gingrich who see political gain being made off of the scapegoating of Muslims and (with regards to immigration and future demographics) Hispanics.

This helps explain why the tone of public debate in the US has become so vulgarised and debased. There is a large element of the press that has become “Murdochised,” (sic), that is, it will report on anything that can cause scandal, outrage and division in the interest of profit and political advantage. It has eschewed its responsibilites to the larger public interest in the pursuit of partisan gain. It is, in other words, unworthy of the constitutional guarantees under which it cloaks its behaviour.

All of which is to say that if there is a nasty fallout from this stunt, whatever blood is spilled is not only on the hands of the religious provocateur and his small band of intolerant followers, but also on the hands of their media and political facilitators who turned a backwoods hoe down into an international incident.

In the US, a return to primordialism.

In retrospect, it seems obvious. Given the venomous attacks on Barack Obama in the 2008 election campaign, the move towards a “post-racial” society was never going to happen.  Instead the reverse transpired, with race, religion and ethnicity now dominating US political debates in a measure not seen in years. Fuelled in part by the president’s overt identification with African-American culture and causes in spite of his mixed race heritage, the real instigators of the return to American primordialism are the conservative media outlets, Tea Party agitators and opportunistic Republican politicians who see political advantage in harping negatively about race, religion and ethnicity. Be it arguments about reverse racism, immigration, “socialist” health policy, religious freedom (in the case of the proposed Islamic cultural centre located 2 blocks from ground zero in New York City), the hot button issues in the lead-up to the November 2010 midterm elections are rooted in conservative white fear of cultural diversity and ethnic equality. That garrison mentality resonates in the great American echo chamber of conservative blogs, radio and television, and it has set the tone for the political debates of the moment.

The conservative view is that to be Judeo-Christian white is to be right, and the issue is whether to stand or fight. This view holds to the belief that White Christians are the carriers of superior values tied to the Protestant Ethos of hard work and entrepreneurship,  and that these values are now under siege from a variety of forces, both domestic and foreign (often working in concert). Fear of the “other” is the subtext of the day. With the nightmare of a black Kenyan Muslim in the oval office now realised (at least in the minds of some), the culturalist Right have chosen to fight. Their method for doing so is to fill the public space with racially charged interrogatives that speak to white grievances against affirmative action, poverty reduction, undocumented immigration (including so-called “anchor babies”), minority religions (especially Islam), linguistic diversity, and any other cultural characteristic that is seen as threatening to WASP values.  Cultural scape-goating is phrased as a defense of traditional values in order to cloud the message and make it difficult to refute. The Democrats and progressive elements in the electorate have been slow to stand up to the cultural bullying, and even slower to recast the terms of the political debate. Since those who set the terms of political debate are the ones who usually win the argument, this augers poorly not only for the president and his party in November, but for the future of American social diversity in general.

The return to race baiting and xenophobia is due not only to white Christian conservative fear of what the future US demographic may look like, but also to their inability to offer a policy agenda that is anything other than opposition to whatever the Democrats propose. Capitalising on anti-“big government” sentiment that conveniently overlooks the fact that the expansion of the federal government deficit was fuelled by a massive military build-up in pursuit of two wars undertaken by a conservative Republican president aided and abetted during his first 6 years in office by a GOP-dominated Congress in a context of corporate deregulation and lower taxation of firms and wealthy individuals, the white conservative backlash against Obama is visceral, vicious and anything but virtuous in intent. For some on the US Right the turn to primordialism is a return to their darker ideological roots.

The irony is that the Right’s politics of primordialism is not necessary. In spite of victories in health care and finance industry regulation, the successful rescue of General Motors and its ahead of schedule withdrawal of combat troops  from Iraq, the Obama administration has shown itself to be vacillatory and reactive across a broad range of policy issues. Rather that set a firm agenda it appears to bounce from crisis to crisis, blaming its predecessor for problems that are not of its making (such as regulatory failures that led to the Gulf oil spill, inherited federal deficits and the 2008 financial crisis). All this does is convey the image of an whinging Administration out of its depth or indecisive at the point of engagement, aided by a venal Congress disconnected from the realities of common voters.  Coupled with the usual anti-incumbent and anti-Washington sentiment and an unusual amount of hatred for the federal government, this leaves the Democrats in a perilous position in the lead up to the November midterm elections. 

Hence, in the current context of an impending “double dip” recession and mounting fiscal deficits, ongoing high unemployment and continued foreclosures and mortgagee sales as involvement in foreign conflicts drags on, the Democrats can be defeated in November on issues of policy alone, even if the alternative is incoherent on specific points of remedy. The diversion into the so-called “culture wars” consequently is not a political necessity for the GOP, but a choice.  The choice is to engage a raw backlash at everything Obama represents as a social construct.

Not surprisingly the focus on primordialism obscures and mystifies the increasing gap between the US corporate elite and investment rich, on the one hand, and the salaried middle and working  classes on the other. Cloaked in the language of individual “responsibility,” “free enterprise” and “freedom,” this is a return to the late 19th century-early 20th century era of ethnic divide- and-conquer anti-unionisation efforts played by the robber barons and their Pinkerton thugs, and which finds resonance in the anti-union, anti-immigrant, anti-Islamic militia-style rhetoric of the present day. It also is wrapped in a strict constitutionalist interpretation that sees anything not explicitly mentioned in the US Constitution, such as universal health care, as insidious attempts to undermine the White Christian foundations of the nation.

There is an irony here. The descent into primordialism could spell trouble for the GOP at a time when it should be easily crafting an alternative agenda for a return to political dominance. The libertarian and moderate wings of the Republican Party are being made to choose between the xenophobic Right and disaffiliation. The plight of Florida governor Charlie Crist is instructive.  A popular moderate Republican who is pro-choice, pro-gay marriage and reformist on immigration in a state with large Hispanic  and Black populations and a heterogeneous mix of Whites, Crist was losing badly in the polls for the Republican Party Senate candidacy in favour of a more conservative, less experienced candidate. Faced with a primary loss next week, Crist is now running as an Independent in what will be a three-way Senate race in November that looks increasingly hard for the GOP to win given the vote-splitting caused by Crist’s presence.

Similar centrifugal tendencies can be seen in the Tea Party movement, which has found its “small government” origins hijacked by a reactionary culturalist agenda that harks to the Anglo supremacist views of the 1920s, 1930s, 1950s and early 1960s. That leaves Tea Party economic liberals and fiscal conservatives at the mercy of the new segregationists and isolationists, thereby dividing the movement at a time it should be uniting around a common agenda for change. That opens space for conservative Democrats to make common cause with the economic, as opposed to socially conservative Tea Party adherents.

The Democrats are not immune from the primordialist temptation. The controversy over the proposed Islamic Cultural Centre in NYC has seen a number of prominent Democrats, including Nevada Senator Harry Reid and former DNC Chairman Howard Dean, come out against it. Spurred by electoral considerations and like the Republican primordialists, they have abandoned support for the supposedly sacrosanct freedom of religion in favour of arguments that constructing a “mosque” close to Ground Zero is a “provocation.” Turning the debate on its head, some such as Newt Gingrich and Sarah Palin have likened the “provocation” to having Nazis build a monument at Auschwitz or the Japanese building a shrine at Pearl Harbour, conveniently ignoring that the fact that the former was a political movement with genocidal pretensions and the latter was a state declaring war, whereas Islam is the religion of 11 extremists who committed an atrocity (much as Christianity was the religion of the Oklahoma City bomber Tim McVeigh).  In fact, the more appropriate analogy might be to propose to build a Christian church on the site where a murdered abortionist practiced, something that has in fact happened at the place where Dr. George Tiller had his Women’s Health Care Clinic in Wichita, Kansas. Although unsuccessful, this deliberate insult to Tiller’s memory and work on behalf of the pro-choice movement met with little outcry and more than a passing wave of approval on the part of the same people who now most avidly decry the Ground Zero “mosque” (I put the word mosque in quotation marks because the proposal is for a multi-use facility that includes prayer rooms for men and women).

Nor has the “provocation” argument had to reconcile with the fact that two established mosques are located four and six blocks from Ground Zero, respectively, or that various porn shops and strip clubs are located across the street from the hallowed site itself. Even so, few mainstream politicians have spoken out against the inconsistencies of the “provocation” argument or the defamatory tarring of Islam with the genocidal Nazi-Japanese “sneak attack” brush, in no small part for fear of being seen as pro-Islamic. That is sadly telling of the current state of affairs.

In fact, that Howard Dean and Newt Gingrich can make common cause on an issue involving religious freedom demonstrates how debased the US political debate has become. Worst yet, after initially framing the controversy as a matter of religious freedom, President Obama backtracked in the face of conservative criticism and said that it is a matter of local opinion and religious sensitivity to broader public concerns, thereby ceding the argument to the primordialists while confirming the impression that he is indecisive and thin-skinned.

The impact of the return to primordialism has yet to be seen, but two logical inferences can be made if it continues. First, that it will have an atomizing effect on US politics and society, as conservative White and minority ethno-religious communities grow increasingly alienated and see their collective fortunes in zero-sum terms. Rolling back 50 years of improving race relations is a recipe for instability and conflict which cannot be solved over the long term by Whites stockpiling arms and joining civilian militias in a country that is dependent on migrant labour and which will have a majority non-White demographic in 25 years regardless of illegal immigration controls. Secondly, the return to primordialism will confirm in the minds of foreign adversaries that the US is, in fact, a Christian White supremacist imperialist state that seeks to impose its values on non-Whites and non-Christians at home and abroad.  That means that international conflict, in its “clash of civilisations’ mode, will continue unabated until such a time as the US abandons the politics of primordialism. Nothing indicates that will happen soon.

Then there is the final implication: united they will stand, or divided they will fall.

The Blues go Black.

The announcement that National will undertake labour legislation reform has revealed the dark side beneath its happy face veneer. Riding high in the polls and 14 months before having to call an election, the Key-led government has dropped its populist pretense and unveiled its anti-worker credentials with the thrust of its proposed reforms. It also violates a 2008 campaign promise not to substantially revise the Employment Relations Act (ERA). In fact, the reforms are a return to the old Employment Contracts Act (ECA), one of the most draconian, overtly authoritarian pieces of labour legislation seen in the modern liberal democratic world. Rather than address all of the proposals, to include making dismissals easier, narrowing the scope of personal grievance claims and extending the 90 day probationary period to all industries, I would like to focus here on just one: the proposal that unions must secure the permission of an employer before accessing a work site. 

Due to the asymmetric power relationship between employers and workers, collective action is the best way for the latter to secure rights and protections within the productive process. Collective action requires organisation, and the ability to organise is contingent on the ability of prospective agents to access workers in an effort to persuade them to act collectively in defense of their common interests. Access does not mean compulsory membership or even recruitment success. It just means that prospective collective agents have the ability  to approach workers at their work places in an effort to organise them collectively.

Under International Labour Organisation Convention 87 on freedoms of association, such access is defined as an absolute democratic right for both workers and agents. In fact, it is a cornerstone of most democratic labour legislation that employers not have the right to interfere with the right of workers to organise, including organisation efforts by collective agents such as unions. Thus National’s proposal that unions must secure employer consent before approaching employees on a work site, and that such consent must not be withheld “unreasonably” (with the definition of reasonable left purposefully vague), is a direct violation of one of the most cherished international labour standards.

There is a historical precedent for this move, and that is where National’s real darkness shows. The 1991 ECA entered into law by the Bolger government had exactly such provisions. In 1993 the ILO upheld a complaint that the ECA violated convention 87 on rights of association as well as convention 98 on freedom to bargain collectively. The Bolger government ignored it and it was not until 1999, after the 5th Labour government came into office, that the more egregious anti-worker sections of the ECA were eliminated in the revamped ERA.

National’s black side runs even deeper. The ECA explicitly borrowed many of its provisions directly from the 1979 Chilean Plan Laboral. The Plan Laboral was the Pinochet dictatorship’s labour code, and was championed by its then Labour Minister Jose “Pepe” Pinera, the father of the current Chilean president. Under the pretense of promoting “labour market flexibilisation,” the Plan Laboral was an outright assault on the Chilean union movement, using both structural as well as politically-focused clauses to atomise the Chilean working class and forever break union influence on economic decision-making. To a large extent, and even with subsequent reforms by successive post-Pinochet democratic governments, it largely succeeded in doing so.

Pepe Pinera, somewhat unsurprisingly, was a friend of Roger Douglas and made regular Business Round Table visits to NZ in the 1980s and 1990s before his death. Ruth Richardson, the main instigator behind the ECA, was also an admirer of Pinera. These two individuals, with their direct and immediate past dictatorial connections and coalition relationship with National, are believed to be the prime movers behind this attempt to return to the ECA as the framework in which the social relations of production are determined. In other words, National is proposing changes to the labour relations system that have their origins in the Pinochet dictatorship, and which were suggested by people with direct links to that dictatorship. Beyond the violations of ILO convention 87, that alone should give reason for concern.

Hence, while some of the other proposed reforms can be the topic of honest debate keeping in mind where the balance between efficiency and fairness in production should be located, the attempt to curtail union access to workplaces is an overt assault on working class collective rights. This proposed clause is not about getting unions to ring employers up in order to make an appointment to see employees. This is about shutting them out.

It remains to be seen if this time around the CTU and other mainstream unions will offer more than token resistance to these proposals (as was the case when the 90 day probation period was introduced). It also remains to be seen if the NZ working classes will do anything other than bow meekly to the powers that be. But if ever there was a moment to rise up against the resurgent union-busting, anti-worker tide, that time has come. Remember: the reforms embodied in the ERA where at best minor adjustments meant to “humanise” the ECA. But the thrust of NZ labour law under the ERA was by no means a bold step towards worker’s control of production, and in fact retained much of the pro-business biases of its predecessor. Thus the current labour reform proposals are very much about putting the boot into the working class, and the union movement in particular.

It may take defection from mainstream, Labour-affiliated union ranks to more independent and militant unions for any effective resistance to happen, but whatever the case, if the worker’s movement stands silent on this one, then further rollbacks of worker’s rights can be expected the longer National is in power. For workers, those will be dark days indeed.
